The Baxter Compensation Authority (BCA) was established by 120th Legislature and signed into law on June 21, 2001. The purpose of the Authority is to administer and adjudicate claims for compensation submitted by former students who were either sexually or physically abused at the Governor Baxter School for the Deaf or the Maine School for the Deaf.
