	Department of Inland Fisheries and Wildlife The Department of Inland Fisheries and Wildlife was established to ensure that all species of wildlife and aquatic resources in the State of Maine are maintained and perpetuated for their intrinsic and ecological values, for their economic contribution, and for their recreational, scientific, and educational use by the people of the State. 	Dirigo Health Program The Maine Legislature created DHA in 2003 as an independent executive agency to arrange for the provision of comprehensive, affordable health care coverage to eligible small employers, including the self-employed, their employees and dependents, and individuals on a voluntary basis. The Legislature specified that DHA is also responsible for monitoring and improving the quality of health care in this State.
