	Southern Penobscot Regional Program for Children The Southern Penobscot Regional Program for Children with Exceptionalities is committed to the concept of providing a free appropriate public education to all children in the least restrictive environment. The Superintendents, known as the Executive Officers of the SPRPCE, provide policy, program, and budget recommendations to the Board. 	The Noble High School The Noble High School community is very saddened by the recent death of one of our students. In the aftermath of this tragic loss, the guidance department has offered group and individual counseling services to all students affected. We are also making additional resources for parents available here, from the Center for Grieving Children and the American Foundation for Suicide Prevention, to help them help their children cope with this event.
